The Department of Education, Employment and Workplace Relations supported and funded the development of a database to assist in the future benchmarking of educational infrastructure projects.
The University of New South Wales (UNSW), through the Building Value project, was commissioned with that task. UNSW lead a consortium of world authorities in the management and research of cost, time, quality and value specific to the construction industry. Members included: Royal Institution of Chartered Surveyors Building Cost Information Service (RICS BCIS), Intersect Australia Ltd., Aulich and Co., Queensland University of Technology, and University of Melbourne. The project was endorsed by Australian Construction Industry Forum, Australian Institute of Building, Australian Institute of Building Surveyors, Australian Institute of Quantity Surveyors and Royal Institution of Chartered Surveyors.
The project developed and implemented an online cost and value database: bvonline. At the conclusion of the project the bvonline system has been further developed by an alliance of UNSW and RICS BCIS.
